Start a credit top-up

Start a credit top-up. Returns a Stripe Checkout `url` for a person to open and pay; no card passes through the API. Whole dollars from $10 to $2,000, priced by the tier that single payment falls in (see `GET /credits`). Credits arrive when Stripe confirms the payment. Each call creates a Checkout Session, so there is a small per-account limit (5 a minute).
