What is an expired domain?
An expired domain is a domain name whose registration lapsed and was not renewed. After the grace and redemption periods the registry deletes it and anyone can register it again. The domains in this directory have completed that process and are available now. Each one kept links from other sites and an archive record from before it expired, which is what makes it worth listing.
Are expired domains with backlinks safe to use?
Yes, when the site you build continues what the domain was. Google's expired domain abuse policy targets expired domains repurposed to host unrelated content in order to trade on the old links. A domain about cycling that becomes a cycling site again keeps its history. The same domain turned into a casino affiliate does not, and can be removed from results.
